Merkel appears to be taking a long term approach to leeching off her political oppositions strengths. That's a dangerous move but can shore up support for an interim period. The flexibility of the CDU will be tested if she does this again. One time is a fluke, twice will set off existential alarms in the party.
She started that strategy when they turned against nuclear power. Took a big chunk out of the left's agenda.
