Unless they're dog fetuses, of course (and only after they're born).
The primary difference between an early-term fetus and an already-born mammal is that fetuses cannot feel any pain until the nervous system is sufficiently developed. Thus, access to first-trimester abortion should be unlimited to remove the fetus while it is still insensible and to minimize the physical and hormonal changes to a woman's body.
Generally late-term abortion only occurs when a woman is willingly pregnant but something has gone terribly wrong, such as the fetus dying in utero.
