Well actually, it's deciding what's more reasonable: Mind then Matter or Matter then Mind? Now, don't be stupid (think 'reasonable') by choosing the wrong choice; oh please don't do that.
Mind is the output of a functioning mind, you can see thoughts using MRI scanners and ecg meters, so mind then matter.
