The issue is that it's a moving target - the debt keeps going from collector to collector. When it starts up again it's never the same outfit.
I could be mistaken, but I believe it's the responsibility of the new debt collector to verify numbers listed as do not call.
If they're using an autodialer, it's moot. Autodialers are an automatic violation.
