Nudity is not sex. However, given how we operate, clothes are pretty damned important. I don't want my kids sitting on a bus where some "nude" woman's left snails trails on the seat.
Attitudes about nudity are pretty seriously twisted though. Americans really do think that naked = sexual, and this is a really fucked up view in my opinion. Remember the incident when I posted pictures of some naked kids playing with a beachball? Holy fucking shit, it's like I personally raped them and posted images of doing it.
I'm still right about that, by the way, and the American government and Google both agree with me 100% in all regards. But it's surprising how much Victorian Christian values still pervade the American culture. As Khemikal and others have said: clothes are about protection from the environment, and to that I'd add hygiene. I don't think that if everyone is nude, it's going to lead to problems with controlling access to sexuality, or to increases in sexual aggression. Actual nudist colonies / clubs / events make that pretty clear.
