A perfect lawgiver would what? This is the all-knowing lawgiver right? He already knows what they're going to do. If he has to wait to see what they would do he isn't exactly all knowing is he.
I don't know much about rehabilitation of criminals. There's data on it, I'd defer to that. Not really my area you know.
So you think he should stop them or take away what life they would have because he knows they will commit a crime based on their will.
