Well the good news is women's bathrooms, which I'm guessing these people wouldn't know since they've never been in one, have these things called 'stalls'. They have a door on them and everything. I presumed, wrongly I guess, that men's bathrooms also had stalls. But apparently they use the urinals for that too? This is a silent problem that should be addressed immediately. PUT STALLS IN MEN'S BATHROOMS NOW!
We don't go naked but where we wee is basically a flushable wall so our penis's are on display as it were.
On another note the hang up on nudism is rather restricted to the US and UK, I went to a French swimming pool and they had a mixed changing room, me and the Mrs were struggling to keep our decency under towels and all the French just stripped and went swimming.
They also had mixed loos.

So this persons is judged a threat not because they have done anything wrong . But purely by appearance. That's totally rational and not based on emotionalism .
