Russia did make use of these people... because they were lacking militarily when faced with germany. Granted, the gulags preceded this war... but Penal Squadrons from Russia were terrifyingly brutal and fanatic... and such a resource to protect the 'more valuable' troops is well desired in such a patriotic war as BOB2.
