Re: people willingly handing over guns, even if they did....
Again, I think of decent person living in a really shitty neighborhood. Lots of violence/crime. When the collection crew comes through to get the guns, who's handing them over? And where does that leave the decent person who gave away their gun when the collection crew moves on?
Now they are in a shitty neighborhood with just as many bad guys with guns, except now they don't have a gun. That's a tough spot to put someone in.
