Anyway, you cannot be both a mass murderer and a good leader that supports the people. Those terms are truly mutually exclusive.
It is fairly obvious that a leader that intends on leading needs to lead by the success of his endevour, and it is also obvious that you aren't having too much success when millions are dying.
That depends on many factors. You could mass murder other nations and be a good leader for yours. Or, you could define a "good leader" as someone who makes technological and economic progress, in which case murdering portions of your people would empower the united remainder and help your nation succeed economically and politically through ease of passing good legislature.
Really, it depends on how you define a good leader. Also, I never said that Stalin supported the people. I'm not ruling on that comment either way- supporting the people can mean too many different things. But I never used those words.

I agree. Instead of killing people, build more factories and farms with those people, then employ them there. If there is already a surpluss of goods, give poor nations your products in exchange for permission to strip-mine their arid land in search of rare gems, oil, and ores which you do not have a surpluss of.
If there is a surpluss of everything worldwide, humanity wins.
If you must temporarily shed the population as you build infrastructure, at least give them a chance to emigrate.
What falls away is always, and is near.
