First of all, California does not make or enforce immigration laws. Immigration and Customs Enforcement - a federal entity - does that. States can and do work in tandem with the feds but California is pushing back on the draconian enforcement by the current federal administration.
You're also conveniently ignoring the Trump's administration's incoherence with addressing immigration issues, including the DACA merry-go-round.

They certainly create policies designed to thwart immigration enforcement. The state government even warned business owners not to cooperate with Federal immigration authorities or be prosecuted by the state. California is very nice to illegal immigrants, but not very nice to their legal businessmen. Nothing like being stuck in the middle.
