Other than trip-hop artists that have already been mentioned - early Morcheeba, especially the first album, Who Can You Trust, sounds a lot like a more laid-back, easy-listening version of Portishead. Lamb is somewhat similar, though with more electronic/dance influences, but I never really listened to them.
Moloko also shares some similarities, though they have their very own - more upbeat and funky - style. I'd probably recommend this one the most, even if it's not really the closest match.
