My noob guess is:
Changing the way a forum is run is a lot of "behind the scenes" work for admins & mods (that people don't realize) & that's a lot to ask from unpaid volunteers, unless the change is truly deemed necessary.
My guess is that this community, like many others, uses a more intangible...more human way, of judging the value of members then simple rep.
After all, the current "rep whore thread" shows many posts like... "I can't believe I've never repped you til now, etc..." because the interactions between friends are more important to people then the badges.
