If you have a shit hole and clever people are in there they'll want to leave. They'll be the best of that bunch. In the non shit hole place the people who are just born there could be anyone. They didn't have to be clever to be born there. And there's more of them. More very stupid people, more stupid people, more average people. So it does pretty much explain why they'd be smarter than just your average, born in a non shit hole, person. As opposed to the born in a shit hole and smart enough to get a way out person.
But that's just an off the cuff explanation I don't know if that's what's happening but it doesn't seem like a mystery to me. It could be a number of reasons.
