Pretty much. Look at Crimen Solicitationis; for years, it was the official protocol for the RCC for dealing with sexual abuse by priests. And by dealing with it, I mean just dealing with it like it's an ordinary sin, except that, instead of the priest-confessor being sworn to secrecy, it was the victims for whom the seal of confession was binding. Note: the sacrament of reconciliation does not normally work this way.....
When it came to witches, the church had no problem handing people over to secular authorities. When it comes to their own, they do everything to avoid it.
