Absolutely the woman's opinion in situations like this matters. The potential victim's opinion matters, yes.
Really? She's not a potential victim, what happened there was clear for all to see it's always inappropriate to hold a woman in such away that your hand is cupping under her breast, unless you have express permission.
Whether or not there was any intent to actually touch her breast is a different matter. It could very easily have been avoided by putting his arm around her shoulder, which is universally considered more friendly and appropriate. How the woman feels is very important, but it does not make an act appropriate or not.
