If you feel that a member of this forum, staff included, has violated the forum rules, then you need to click on the "report" button for that post and make an official complaint about that post. Alternatively, you can start a thread in the "Questions for staff" section of the forum, click here. Only you and staff will be able to see what transpires in that thread.
If you don't report anything, staff is not going to take any action. Members are responsible for bringing rule violations and problems to the attention of staff. It is not the responsibility of staff to monitor threads looking for behavior which warrants intervention. If you don't report it, and nothing happens, you have only yourself to blame.
Moreover, it is considered inappropriate to address such rule violations by arguing about them in a thread. The staff will not take action on accusations lodged against others in a forum post, with the exception of the "Questions for staff" section mentioned above. There's no rule about talking about rule violations in a thread, but it is considered bad form to do that instead of reporting the behavior to staff through the proper channels.
