Dragnet had its first episode in 1951. Hell, its revival had its third season premiere the day before Hawaii Five-O aired its first episode. And my research tells me that even Dragnet wasn't the first cop show on television. The first one I found on Wikipedia's list of police shows that I would consider a police show was The Plainclothesman, but it was on the DuMont Network and only four episodes survived (and only one is even on YouTube), so it's understandable that you never heard of it.
