This might come off as harsh, but the "suffering of the fetus" shouldn't play into this.
It's attached to a woman. For all intents and purposes, that fetus is part of the woman. Would a moment of suffering be cause enough to contribute to our planets over-population? How about the lifetime of living through a foster system, or coming to terms with being unwanted by your mother?
The world isn't a nice place. Animals suffer every day. Yes, even cute little baby animals. Nature can be torture. Terminating a fetus is not torture, it's a medical procedure. The 'suffering' of a yet-to-be developed human shouldn't be as big of a talking point as it is.
