This to me seems like a massive non sequitur. A quick Google tells me there is no international embargo on which countries can build nuke power stations. The Saudis couldn't build a pencil sharpener so if this proposal goes ahead the thing will likely be built by Canada, France or Japan and it will almost certainly be a standard issue water boiler not a breeder reactor of any sort.
