Okay, I just remembered that this isn't actually the first time a teacher character in a kid's show was revealed to be gay. This episode of Hey Arnold aired 18 November 1998, Exactly 20 1/2 years ago.
Technically, they don't actually go out and say it, but between the wine, his bitter parents who seem to disapprove of his "friend", and his open love for ballet (among many other cues), it's pretty easy to conclude that this is their way of showing that Mr. Simmons is actually gay without running afoul of Nick's 1998 Standards and Practices board (creator Craig Bartlett has confirmed it elsewhere). It's made a bit clearer in The Jungle Movie, though not by a lot.
