Well, they don't simply cut off the claws. The cats' toes are partially amputated. Sort of like if you were to cure a child's nail-biting by amputating his fingers at the first joint.
Secondly, neutering is good. It increases a cat's life span and makes the animal generally healthier. It also helps to reduce the population of feral cats.
Lastly, animals don't have a 'sex life' as you imagine it.
