I actually did some digging on this topic, I also poste two links with two different approaches on the previous page. From what I learned in the US, the system is not working at the capacity that it should and in my country, we don't really have intervention and punishment, prevention is something far away.
Anyway, just addressing Pedophile abusers isn't enough, from what I understood, there are also a lot of non-pedophile abusers, so a combination of child-parent education and addressing the pedophile population will work best, in my opinion.
