How about this.
All new guns to have different calibers from guns already out there, no new bullets for the old guns to be made.
Restrict access to the new bullets strictly. Make making the old bullets a serious offence.
You can keep your old guns, you just wont be able to shoot them.
This works with older guns. In the UK you can buy fully working guns without a license but only if you cant get the bulllets anymore.

I know lots of people who could shoot every day and never have to buy another bullet again.
I could shoot 3 or 4 rounds a day - and never run out.
And that's just 22 long rifle.
