The two words you omitted answer your question. Sometimes substitutions help improve comprehension of sentences that you may be struggling with. Let me demonstrate by substituting the nouns in that sentence with something analogous:
-I think amphibious operations are more of a Marine thing than a Military thing in general.
Does that sentence lead you to believe Marines are not part of the military?
