Why ain' t that snipes chevrons red?

US Navy service stripes are red, except in the case of 12 years continuous good conduct, in which case the stripes can be gold, as seen here. The Chevrons and rocker are allowed to be gold, to match. Hard to believe a hole snipe (this guy is a boiler tech- that rating symbol is a Hero's Turbine) with continuous good conduct.
