The Duma resigned.

You have it backwards from my understanding of what is going on. He isn't removing limits on the presidency. He is making the president a figurehead and transferring most of that authority and more to the office of prime minister. Clearing the way for prime minister Putin, leader of Russia for life, once his term as president is over.
