1) O-REN Ishii is fictional, ISIS is not.
2) She is the head of a Japanese crime syndicate responding to a specific racial slight (she outright states that in areas other than this, she is actually fairly accommodating, although we don’t really get to see much else.) ISIS is a religious terror organization with ambitions of world domination under their theocratic thumbs that treats beheading as Standard Operating Procedure for people who do things they don’t like.
3) Maybe this scene isn’t talked about as much because it’s one drop in the ocean of violence that is Kill Bill Vol. 1 and is easily overshadowed by this scene:
And I still think that some of the Crazy 88 have Mountain Dew for blood, judging by the I think white balancing in the black and white parts.
So, there’s really no comparison in this case. A better point would be comparing them to the French Revolutionaries whose attempt at creating a more equal France led to this:
It’s not a one-to-one comparison, but it’s still better than the O-Ren Ishii example you gave above.
