Yes, an electric stove from the 80s would be considered vintage. My wife has a shop that deals almost exclusively in old goods. Anything from 20-100 years old is considered ‘vintage’. To qualify as ‘antique’, the item must be more than 100 years old. ‘Collectible’ is a much more nebulous term - it’s rather faddy.
These terms and ages are pretty standard across collectors worldwide for things like clothing, furniture, tools/utensils and so on. I’m given to understand that people who deal in collectible automobiles have different criteria.

Around here an old electric stove is junk, scrap metal or a target - depending on mood and availability of ammo......
And if Tannerite is involved at least a couple hundred meters is advised....
