Potential answers to your problems here: remove animal farms, insert hydroponics farms (little-no water wasted), efficient 'green' factories that don't pollute the water (i don't see how a machine could otherwise 'waste' it), and make every home's water usage efficient. We can't exactly keep everyone from sweating, but we certainly can keep recycling their urine and shit.
