The hosting nation 
I don't think anybody will agree that any hosting nation should sacrifice their culture for another for the sake of being PC.
If one does that, they lose their nation to others.
Didn't Gaddafi once say, we don't need to go to war with countries, we'll breed them out of existence.
The only difference between that and war is one is quick and one is slow.
The European colonialists did it the quick way. Maybe now, it's our culture's turn to die off slowly.
