I s'pose the distinction becomes a little fuzzy when referring to theocracies because some things have been like that forever and have been accepted by the people. eg: hanging in the streets, cutting hands off, etc
From both, clearly. South Africa’s apartheid policies had widespread popular support among whites, just as Mugabe’s endorsement of forced seizure of white-owned farms did among blacks. I can comfortably reject both of these practices without fear of being labeled a racist.
This applies to practices not restricted to specific countries as well. As I’ve mentioned here before, I’m against capital punishment, for any offense. But the death penalty exists today in countries that are predominantly black, or Asian, or white, or Semitic. I don’t feel at all constrained to support capital punishment in some cultures and reject it in others based on the racial characteristics of those countries’ populations. Thus, I can abjure a cultural practice (which capital punishment clearly is) irrespective of race.
