The first to leave are those close to retirement - the experienced ones.
The next are the smart ones - the ones who have a good record and can get a job right away in another department that isn't cutting funding (wages)
What's left is the ones who are not smart enough to leave - or have a bad enough record that no other department will hire them.
That's what you are rooting for.
