I’m not an authority on US law, but if blindly firing into an occupied dwelling doesn’t qualify as ‘something wrong’, then it probably should.

And that is why the one cop IS being charged.
He fired blindly. Which is against the law.
The cop who shot the woman was NOT firing blindly, but for center mass of a target percieved as a threat - and therefore legal.
Don't shit on me about it - it's the way the law is there.
