Time for the doggie version of CBT.
When the other dog starts to approach give her a positive reward before the possessive behavior starts (treats/affection/toys,..........), let her know that when 100 approaches good things happen. You'll need to over do it in the beginning and then gradually it won't be needed as much.
You can also use negative therapy. The most we do is crate the trouble maker for a short time just before the trouble would start and then reward when they get released. If the bad behavior returns, back into the crate.
It may take quite some time to see a lasting change. Understand that for some dogs it never completely goes away and you'll have occasional flare ups.
