Probably not true, since if one were to fall off a cliff, one would be traveling faster than a galloping horse within one second. Many years ago (1997) some guy was painting graffiti on the 405 freeway on an overpass in the Sepulveda Pass, and fell over 80 feet to the ground. His speed was well over 80 MPH when he hit the ground, and he received multiple injuries. He was lucky that the side of the road reduced his impact due to weeds and it being on a slope.
