Pity they seemed to have been unlucky enough to have had Nashville's only deaf person walking by. Or they had on even better headphones to drown out the country music.

Going with the whole low-tech theme, the ‘sound system’ could have been something as simple as a cassette recorder and a loudspeaker.
A bit of googling indicates you could do the whole thing - including explosives - for under $5000US.
