Learning isn't an indicator of phenomenal consciousness anyway. Of course robots can learn. It's easy to conceive of this possibility programmatically.

Sometimes people use words like experience to mean something that doesn't involve qualia.

ETA: And even if robots did develop phenomenal consciousness, it wouldn't surprise me anyway. There's no reason why it has to be us humans only who have this.
