CWP holders are licensed, open carriers are not. Similarly, you don't need a license to drive a car on your own property, but you will need one as soon as rubber hits road - and at any point, the government can tell license holders and none license holders that a vehicle is not allowed down a given stretch of pavement. Same with guns, in every respect.
