Suppose you were ask a prospective cop that question. If they stop and think about it, there’s at least a possibility that they would mace a child. That should be enough to preclude them from a job in law enforcement.

Edit: The city of Rochester have drafted legislation that would prohibit the use of chemical irritants on minors. I’m sure the legislators are well intentioned, but that’s not enough - it doesn’t address the actual problem.
