It justifies using taser to subdue him when he resisted arrest and tried to drive away.

Accident by nature requires no justification. Otherwise it wouldn’t be an accident.
The implication of his bringing up Ted Bundy was obvious. He is trying to say because the infraction was less serious, the police should not have initiated any thing that could lead to his being attempted to be tasered. Since what initiated the attempt to taser him was his resisting arrest and attempting to bolt, it is obvious what he is implying is the police should just let people go who do not deign to be arrested for something less than what Ted bundy did. Unfortunately this is not how laws can be made to work.
