In Austin, it is now a criminal offense to be homeless. If you are caught being homeless, you will be fined $500. If you are homeless and resort to panhandling to try to pay your fine, you will be fined an additional $500. Since the law makes it impossible for you to pay either fine, you could be jailed at taxpayer expense. It costs about $60/day to house and feed an inmate in Austin. It costs taxpayers about $15/day to house and feed a person at a homeless shelter.
People didn’t think this through.

In its majestic equality, the law forbids rich and poor alike to sleep under bridges, beg in the streets and steal loaves of bread.
