There is a daisy chain between your device and the server to which you are connecting. If any link in that chain of IMPs is broken, you will get that or similar errors. Were it up to me, I would be pointedly staring at your ISP. And asking for a discount. Your TOS will, in the small print, state that they owe you for a failure of service.
