I have to echo Sae's sentiments here (probably slightly different in the specifics but you know how that goes). Would it be nice if we didn't engage in wars? Sure. Since we are, however, I'm a little bit confused as to why we would leverage that sort of violence and suffering to ultimately leave the place as shitty, or with as many problems (or more) than when we went in to begin with. Do it right or don't do it at all, especially with regards to something so extreme as war. Now, I understand that it's difficult to get even the simplest things completely "right", but we don't even seem to be trying.
If the premise is "We are going in to deal with some terrorists", annihilate them completely, swiftly, and efficiently. Make sure that the consequences of terrorism seem so severe and certain that it takes an even more dedicated jackass to pull it off next time. Make sure that the residents of the area understand that they are not our enemies, hell, maybe lend a hand while you're there with such a massive labor force. There had better be more than just a few terrorist bodies to show for it.
