Wait, are we talking sheer numbers or per capita?

Raw numbers. Texas has almost 15 000 rapes per year, or about 40/day. And since - as you noted - lots of rapes go unreported, so the actual number is a lot higher.

But the point is that Abbott claims Texas is going to eliminate rapes, but clearly doesn’t give  two shits about sexual assault.

Makes sense that it would have the most sheer numbers. It's the second most populous state (second only to California), so it's almost inevitable that the sheer numbers would be higher (and edging out California by only 25 reported cases).
