Not only would an automatic "Heaven for everyone" be meaningless, but a lot of beings wouldn't even want such a thing. Even just on Earth, there are many people who prefer the struggle of existence. And perhaps God's Plan would make more sense, if you were further along? Maybe it just doesn't make sense right now. Not everything is going to make sense as soon as you start asking questions.
But that's not the plan. That's not the goal.
