Yeah, it's a tough call. There are places in this city which give food to the hungry. There are even free food vans which go around at night.
I will pretty much always give a street drunk at least $10 if I have it. I'm a recovering alcoholic (Sober since June 30 2002) I know what it's to like crave a drink. I'm not suggesting for a second that anyone else should do as I do.
I worked for Federal Social Security here in Oz for 25 years. During that time I concluded that in my opinion, there is one and only one criteria for charity; need.
Addendum; If you're interested in the topic, perhaps have glance at the concept of the deserving poor, and it origins.
