When it's a lifeform that isn't human but still has a personality and consciousness or when it is able to be advanced enough in intelligence to be welcomed into human society as an agent with human rights even whilst technically not being human.
Another example would be an alien lifeform far more advanced and intelligent and conscious than us. With a much deeper personality than us. Maybe even humanoid looking. But not human. Such a lifeform would definitely be a person.
