No, she did not "know from the start", and her comment about "overplaying" the vaccines was a lament about how getting people to think the vaccine was perfect (something neither she nor the CDC said) made them act irresponsibly, and therefore infect others. Then, when it was clear it wasn't perfect, it also undermined faith in the vaccine.
She was always pro-vaccine, though the vaccine hasn't kept pace with variants, and is only a partial help at this point.
I didn't claim she wasn't or isn't pro-vaccine. That was not the point. The point is she knew Fauci and other doctors and scientists and media talking heads were pushing untruths with the herd immunity talk. She says she knew from the start the vaccines were not going to prevent spread, but rather would help with severity of infection, and it's the spread part that would be relevant for school children, who are not required to be vaccinated for covid in 99.9 % of schools.
