I don't think anyone claimed that vaccines would get us to "herd immunity", in the sense that it would eradicate the virus. It did reduce both infection and severe disease. Even at its best, the vaccines were only 85% effective at preventing infection, and that prevention waned quickly with time. The variants have made prevention of infection a lot less now.
What wasn't known early was the degree to which asymptomatic infections could spread the disease, and Deborah Birx was fighting against the Trump Whitehouse in trying to present that risk.
